Like Fringecup, this plant can be found all over the Northwest, but is especially prevalent near the coast.   The roots were baked and eaten by Native Americans.  In fact, according to Elizabeth L. Horn’s Wildflowers I (1972), “Bear and elk will search entire swamps to dig up this delicacy.”
